Trust is the most important and essential element for sharing information. Exchanging sensitive information is risky and therefore all partners involved ought to have full confidence in each other. It is important to recognize that trust is never established in an instance, but it is preceded by a long process of slowly building up confidence in each other. Building trust generally takes several years and it isn't until a certain level of trust has been reached that the really critical and valuable information is exchanged. Therefore, starting out at a small scale and promoting a stable representation of members that get to know each other is the most efficient setup for building trust in a resilient manner.
