Report/Study Technical guideline for Incident Reporting
This document describes a framework for security incident reporting based on the requirements set by article 19 of the eIDAS regulation. It is being developed on a consensus basis between the experts of the working group formed by ENISA and it is reviewed by various relevant stakeholders from both the private and the public sector. The final report includes the consensual contributions and modifications of all stakeholders involved in its development and as such it is not a binding guideline.

Los reguladores de telecomunicaciones notifican los incidentes a la Agencia y a la Comisión Europea con carácter anual y según lo dispuesto en el artículo 13 bis de la Directiva marco (2009/140/CE).

Τα περιστατικά αναφέρονται σε ετήσια βάση από τις ρυθμιστικές αρχές τηλεπικοινωνιών στον Οργανισμό και στην Ευρωπαϊκή Επιτροπή, σύμφωνα με το άρθρο 13α της οδηγίας-πλαίσιο (2009/140/ΕΚ).

L’ENISA publie aujourd’hui son rapport annuel d’incidents qui analyse l’ensemble des incidents de sécurité ayant provoqué des interruptions sévères des réseaux en 2014. Dans le cadre de l’Article 13a de la Directive cadre (2009/140/EC), les agences de régulation des télécommunications signalent chaque année ces incidents à l’ENISA et à la Commission européenne.

ENISA veröffentlicht seinen jährlichen Fehlerbericht, welcher eine aggregierte Analyse derjenigen sicherheitsrelevanten Ereignisse enthält, durch die im Jahr 2014 schwere Ausfälle verursacht wurden. Störfälle werden auf jährlicher Basis von den Telekom-Regulierungsbehörden an die Agentur und die Europäische Kommission gemeldet, wie in Artikel 13a der Rahmenrichtlinie (2009/140/EC) festgelegt.

Report/Study Annual Incident Reports 2014
The report “Annual Incident reports 2014” provides an aggregated analysis of the security incidents in the European telecom sector in 2014 which caused severe outages. Most incidents reported to regulators and ENISA (137 incidents) involved fixed telephony and most incidents were caused by technical failures.

The Technical Guideline on Threats and Assets provides National Regulatory Authorities (NRAs) with a glossary of terms to communicate about the most significant threats and network assets involved in disruptions in electronic communications networks and services. The threats and assets described in this report are based on past incidents, as reported by the NRAs to ENISA and the European Commission.
