EP3R 2009-2013 Future of NIS Public Private Cooperation.

The EP3R (European Public-Private Partnership for Resilience) was established in 2009 and was the very first attempt at Pan-European level to use a Public-Private Partnership (PPP) to address cross-border Security and Resilience concerns in the Telecom Sector. The EP3R participants initiated many discussions, saw a lot of commitment, and produced interesting conclusions. It also revealed some further needs in the security and resilient field and also some gaps to be filled in order to reach a higher maturity level of the Telecom Sector.
The EP3R closed down in April 2013, after 4 years of existence and practically 3 years of operations. The impact of the very first European Public -Private Partnership for Resilience had to be assessed and lessons had to be drawn for future similar initiatives and other funded actions for improving European resilience.

Good Practice Guide on Cooperatve Models for Effective PPPs

This Good Practice Guide on Cooperative Models for Effective Public Private Partnerships (PPPs) classifies PPPs for security and resilience and reveals the main five components addressing Why, Who, How, What and When questions associated with creating and maintaining PPPs. The Guide collects data from both public and private sector stakeholders across 20 countries and follows the results from 30 questionnaires and 15 interviews carried out to consolidate and validate a PPP taxonomy, presented in a Desktop Research Report also published in this website. The clarity of purpose and approached followed by the Guide will help stakeholders to easily choose those aspects that will add value to their endeavours in setting up and running PPPs. To this end, 36 recommendations are included in the Guide on how to build successfully Public Private Partnerships for resilient IT security.

Desktop Reserach on Public Private Partnerships

In many Member States public and private organizations co-operate through Public Private Partnerships (PPPs) in order to address CIIP. There is no common definition of what constitutes a PPP. Diversity is valuable yet there also exists a need for interworking and a common understanding, especially when taking a European.
Some of the PPPs have developed effective processes and co-operative models. Sharing their experiences will
enable others to address the barriers and issues involved in initiating and sustaining partnerships and thus increase
the likelihood of success.
In light of this ENISA has conducted a study looking at Public Private Partnerships, in order to collate information
from the learning and experiences of existing PPPs.
This is the first report of this study, which sets out findings from the initial phase of a research project to study ‘Cooperative Models for Effective Public Private Partnerships’. This report summarizes the desktop research.
