New Cyber Blueprint to Scale Up the EU Cybersecurity Crisis Management

In accordance with Article 18 of the NIS 2 Directive, ENISA was tasked to prepare a biennial report on the state of cybersecurity in the Union.
This document marks the first report on the state of cybersecurity in the Union, adopted by ENISA in cooperation with the NIS Cooperation Group and the European Commission, in accordance with Article 18 of the Directive (EU) 2022/2555 (hereinafter NIS2).
The report aims at providing policy makers at EU level with an evidence-based overview of the state of play of the cybersecurity landscape and capabilities at the EU, national and societal levels, as well as with policy recommendations to address identified shortcomings and increase the level of cybersecurity across the Union.
The European Union Agency for Cybersecurity’s first NIS360 report identifies areas for improvement and tracking of progress across NIS2 Directive sectors.
The EU Cybersecurity Index (EU-CSI) is a tool, developed by ENISA in collaboration with the Member States, to describe the cybersecurity posture of Member States and the EU.
The intent of this publication is two-fold:
• Presenting key EU-level insights of the 2024 EU Cybersecurity Index (EU-CSI), which have been used, among other sources, to conduct the analysis of the first Report on the State of Cybersecurity in the Union published in December 2024.
• Accounting for the work that ENISA and the Member States have been carrying out, while setting the basis for the next edition of the EU-CSI in 2026.
The latest report of the European Union Agency for Cybersecurity (ENISA) aims to support policy makers in assessing the impact of the current EU cybersecurity framework, and particularly the NIS 2 Directive, on cybersecurity investments and the overall maturity of organisations in scope.
