"Lot 1 - Report on improvement of communication between CSIRTs and LEA"

The subject of this call for tenders is based on the ENISA Work Programme 2017 - Output O.4.2.1 – “Support the fight against cybercrime and collaboration between CSIRTs and LEA”, in particular referring to “Further improvement of communication between CSIRTs and LEA (based on 2011 report ‘Flair for Sharing’)”. The 2011 ENISA report “A flair for sharing - encouraging information exchange between CERTs”, focused on the legal and regulatory aspects of information sharing and cross-border collaboration of national/governmental CSIRTs in Europe. This report is available at https://www.enisa.europa.eu/publications/legal-information-sharing-1 The proposed tender will result in a report on legal and regulatory aspects of information sharing and cross-border cooperation between CSIRTs (Computer Security Incident Response Teams) and LEAs (Law Enforcement Agencies). This is also done with the aim of identifying and enhancing mutually satisfactory ways of collaboration and communication within the current legal framework.

"Lot 2 - Guidelines on emerging trends, tools and methodologies to support LEA and CSIRT co-operations"

The subject of this call for tenders is based on the ENISA Work Programme 2017 - Output O.4.2.1 – “Support the fight against cybercrime and collaboration between CSIRTs and LEA”, in particular referring to “Provide guidelines on emerging trends, tools and methodologies to support LEA and CSIRT co-operations”. The proposed tender will result in a report presenting guidelines on emerging trends, tools and methodologies to support LEA (Law Enforcement Agencies) and CSIRT (Computer Security Incident Response Teams) co-operations. In the guidelines, in addition to the analysis of emerging trends, tools and methodologies to support LE and CSIRTs cooperation, possible shortcomings will be addressed and recommendations on how to overcome them will need to be proposed.
