Only a few countries connected to the internet dispose of CSIRT capabilities, and the level of maturity, among those who do, varies dramatically. It is ENISA's mission to clear out the "white spots" on the CSIRT world map and to minimise the gaps by facilitating setting-up, training and exercising of CSIRTs as well as providing advisories for team development.

This page is a guidance tool for the reader to understand the scope, motivation and importance of CSIRT maturity and CSIRT baseline capabilities. The reader will also find recommendations for policy and technical issues specific for the national and governmental type of CSIRTs.
