Article 13a Meeting in Athens and Updated Technical Guidelines
This week the 14th Article 13a meeting took place, hosted by ADAE, the Greek regulator for electronic communications security. The meeting was held in Athens, and was joined by experts from ENISA, the European Commission, and about 30 experts from national telecom regulators across the EU.

Article 13a Working Group meeting- regarding reporting of cyber security incidents
ENISA just concluded the 8th Article 13a Working group meeting with the national regulatory authorities, regarding the implementation of EU-wide security legislation for electronic communication providers.

Report/Study Article 19 Incident reporting
The focus of this document is the implementation of incident reporting and it aims at supporting the su-pervisory bodies in being aligned with obligations set out in Article 19. The Article 19 incident reporting framework has been prepared in consultation with the members of the expert group and reviewed by the private sector and the Forum of European Supervisory Authorities for Electronic Signatures (FESA) as well. Based on this document, ENISA has developed an on-line tool (CIRAS-T) to facilitate the procedure.

L’ENISA, l’agence de cyber-sécurité de l’UE, a annoncé aujourd’hui la publication de deux directives techniques. La première décrit comment appliquer le plan de déclaration obligatoire des incidents de cyber-sécurité pour les opérateurs de télécommunication, les paramètres et les seuils, et les méthodes de déclaration; la seconde décrit des mesures de sécurité spécifiques qui devraient être prises par les opérateurs de télécommunication.

Press Release D source code Clarifying cyber security incident reporting: guidelines on how to implement the new telecom legislation on security & integrity “Art 13a”.
ENISA, the EU’s ‘cyber security’ agency, has today issued two technical guidelines. The first describes how to implement the mandatory cyber security incident reporting scheme for telecom operators, parameters and thresholds, and how to report; the second describes specific security measures telecom operators should take.

The contributions formed the basis for the assessment documented in the ENISA delilverable "Economics of Security: Facing the Challenges". The contributions of the working group though are of particular value because they analyse in-depth the topics that have been presented in the aforementioned concise report. Therefore they are presented in this document in their original form, that is, they have not undergone any editorial changes from the ENISA team. Apart from detailed information on each topic, the contributions contain detailed bibliographic references to relevant work.
