Report/Study Technical guideline for Incident Reporting
This document describes a framework for security incident reporting based on the requirements set by article 19 of the eIDAS regulation. It is being developed on a consensus basis between the experts of the working group formed by ENISA and it is reviewed by various relevant stakeholders from both the private and the public sector. The final report includes the consensual contributions and modifications of all stakeholders involved in its development and as such it is not a binding guideline.

Report/Study Telecom Services Security Incidents 2019 Annual Analysis Report
Security incident reporting has been part of the EU’s telecom regulatory framework since the 2009 reform of the telecom package, Article 13a of the Framework directive (2009/140/EC) came into force in 2011. The incident reporting in Article 13a focuses on security incidents with significant impact on the operation of services, i.e. outages of the electronic communication networks and/or services. The 2019 annual summary reporting contains reports about 153 incidents submitted by national authorities from 28 EU Member States and EFTA countries.

Press Release Telecoms taken by storm: Natural phenomena dominate the outage picture
A total of 157 telecom outages were reported by the 28 EU member states and 2 EFTA countries, as part of the EU-wide telecom security breach reporting for the year 2018. Today ENISA, the EU Agency for Cybersecurity, publishes the 8th annual report on telecom security incidents, analyzing root causes, impact, and trends.

This report gives an aggregated overview of Trust Services Security Incidents in 2019, showing root causes, statistics and trends. It marks the fourth round of security incident reporting for the EU’s trust services sector. The annual summary reporting for 2019 totalled 32 incident reports. A total of 27 EU countries and 2 EFTA countries take part in annual summary reporting.

It marks the third round of security incident reporting for the EU’s trust services sector. The annual summary reporting for 2018 totalled 18 incident reports, i.e. incidents with significant impact on the trust services.
